History

Blue Skye Construction, LLC is an experienced local, certified business enterprise founded in 2006 by long-time Washington, DC area residents; Bryan “Scottie” Irving, George Mavrikes, and Scott Whittier, to provide general contracting, construction management and consulting services to clients in Washington, DC. The firm is licensed and bonded with experienced personnel focused on delivering projects safely, on time, within budget and to the satisfaction of our clients.

Bryan “Scottie” Irving, principal owner and founder, works directly with DC Government to procure new projects. Through construction, Scottie helps improve the community and works diligently to build better recreational and playground facilities in Washington, DC. George Mavrikes, managing member, oversees all aspects of finance and development for Blue Skye. He negotiates with banks, government staff, insurance and bonding companies, and oversees all pricing of bids and projects. Scott Whittier, managing member, handles all payroll and human resources responsibilities including direct involvement with the Department of Employment Services. Scott works on the entire banking side as it relates to accounts receivable and accounts payable, handling all accounting for Blue Skye Construction. He also works directly on all transactions as it relates to hard costs with vendors and subcontractors. Blue Skye’s success is contributed to the hard work and dedication this managing team delivers on a daily basis. All working in different nuances of the company with one goal, to help build DC.

Blue Skye seeks to achieve the following goals throughout every project:

  • To successfully execute the project as shown on the contract documents. While also meeting the needs of the owner, the community and all represented stakeholders.
  • To successfully complete the project on time, on budget and in accordance with the contract documents and local regulatory requirements.
  • To achieve and exceed the local business and workforce utilization requirements of the District, in executing the work.
